Riverside Smithfield Hospital (RSH) is proud to announce the appointment of two distinguished physicians to lead its Emergency and Hospital Medicine departments as the hospital prepares to open in early January 2026. Dr. Scott Hines will serve as Medical Director of the Emergency Department and Dr. Kristen Spratt has been named Medical Director of Hospital Medicine

Dr. Scott Hines, a retired United States Navy Commander and graduate of Yale University (cum laude), brings over a decade of experience in emergency medicine leadership. He has served across several Riverside hospitals through his work with US Acute Care Solutions, and earlier in his career, was an Emergency Medicine Physician at Portsmouth Naval Hospital. A Naval Flight Surgeon and graduate of the elite TOPGUN program, Dr. Hines’ background in high-stakes environments has shaped his calm, decisive leadership style.
“Dr. Hines has been a respected presence across Riverside and his reputation for clinical rigor and team-oriented leadership is exactly what we need as we build our emergency department team,” said Dr. Justin Billings, Chief Medical Officer of Riverside Smithfield Hospital. “He knows our communities and brings a remarkable ability to lead through both structure and compassion.”
Dr. Kristen Spratt has been part of Riverside Health for more than six years, most recently serving at Riverside Walter Reed Hospital. A former Major in the U.S. Air Force, Dr. Spratt held critical leadership positions including Medical Director for Langley Air Force Base and Deputy Surgeon General of the Base Hospital. She holds magna cum laude honors from East Carolina University and trained at the Uniformed Services Health Education Consortium. Her experience in clinical documentation, operational leadership, and patient care delivery will shape the inpatient care model at RSH.

The addition of these inaugural physician leaders reflects Riverside’s mission to care for others as we would care for those we love. Their leadership will play a pivotal role in bringing that mission to life at RSH.
