Pavilion Pharmacy is a full-service pharmacy located within Riverside Regional Medical Center. A dedicated parking space next to the pharmacy is available for customer drop off and pick up. Physicians can send prescriptions to Pavilion Pharmacy through e-prescribe or by fax at 757-223-7686.

340B Drug Pricing Program FAQs

What is the 340B Drug Pricing Program? 340B is a federal program that is not funded by taxpayers or the federal government and was started in 1992 when Congress created the 340B drug Pricing Program to protect “safety-net” health care providers from escalating drug pricing by allowing them to purchase outpatient drugs at a discount from pharmaceutical manufacturers. It was enacted with strong bipartisan support in Congress and signed into law by President George H.W. Bush.

The 340B program has expanded over the years to not only include discounted medicines to vulnerable communities but in 2006, hospitals and providers serving a disproportionate amount of the un- and underinsured were added to the program. Hospitals use the savings to provide medicine to vulnerable populations and to stretch resources and access to vital services as far as possible for the un- and underinsured across their communities. This results in healthier communities which benefits everyone.

Who is eligible to participate in the 340B Drug Pricing Program? The 340B statute specifies a list of 16 types of not-for profit “covered entities” that are eligible for drug
price discounts. These include:

  • Hospitals with high volume of un- and under-insured patients, rural hospitals, children’s hospitals, cancer hospitals, clinics, and centers, such as Federally Qualified Health Centers, Ryan White HIV/AIDS Clinics, Black Lung Clinics, Family Planning Clinics, Tribal/Urban Indian Health Centers

How are savings from the 340B Drug Pricing Program Used? The 340B program allows these health care providers to further stretch their limited resources to maintain existing services or provide additional benefits and services. The 340B program generates savings for eligible entities to invest in programs that enhance patient services and access to care.

How much are 340B drug price discounts? Congress specified discounts from the average manufacturer price ranging from 13% for eligible outpatient generic drugs to 23.1% for brand-name drugs. Large discounts are triggered when manufacturers raise their prices by more than the rate of inflation. 340B drug discounts account for approximately 3% of all pharmaceutical sales in the US (340Bhealth.org)

Why is the 340B program now more important than ever? The COVID-19 pandemic severely threatened the sustainability of many health systems and rural hospitals. The pandemic drastically reduced the number of hospital visits leading to significant loss of clinical revenue. Estimates show that health systems across the U.S. will likely incur billions in 2022 revenue losses. American Hospital Association projections shared that 53% to 65% of the nation’s hospitals will end 2022 with their operations in the red versus the 34% reported in 2019. Actions that limit the 340B program will exacerbate the already uncertain financial conditions of health systems and rural hospitals.

Who oversees the 340B Drug Pricing Program? The Health Resources and Services Administration (HRSA) oversees 340b. HRSA requires that all covered entities be recertified each year to assure integrity, compliance, transparency and accountability. Providers and manufacturers are subject to audits to ensure they are in compliance with all 340B program requirements. Since 2012, HRSA has conducted more than 1800 audits of 340B providers and 36 audits of pharmaceutical manufacturers.

How many hospitals in Virginia qualify for the 340B Drug Pricing Program? As of 2022, 31 hospitals in Virginia qualify as 340B covered entities.

The 340B Drug Pricing Program, which helps health systems like ours purchase outpatient medications at a discount from manufacturers, has expanded to help Riverside increase access to care, expand our operations, financing community services, and extend critical care to patients who would not have access to similar resources in the absence of the 340B program.

Based on program eligibility, Riverside Health System has two qualifying entities, Riverside Regional Medical Center/Riverside Behavioral Health Center (RRMC) in Newport News and Riverside Shore Memorial Hospital (RSMH) on the Virginia Eastern Shore. Both of our hospitals, and their associated outpatient departments, qualify for the program due to the high number of uninsured and under insured patients who are cared for by RRMC and RSMH.

We offer the same prices as "outside" retail pharmacies. We accept all major insurance, credit cards, cash and checks. If you need a high cost medication, the Pavilion team may be able to connect you with a pharmaceutical discount program.

Delivery to patient bedside

When you are a patient in Riverside Regional Medical Center, you can have your prescriptions filled and delivered right to your room. No need to stop on the way home to pick up meds! Bedside delivery hours are:

  • Monday - Friday, 10 a.m. - 5 p.m. (rounding at 10 a.m., noon, 2 p.m., 3:30 p.m., 5 p.m.)
  • Saturday, Sunday, noon - 3:30 p.m. (rounding at noon, 2 p.m., 3:30 p.m.). The pharmacy weekend hours are 11 a.m. to 4 p.m.

Get started

Simply search for mobileRx Pharmacy in your app store or visit mobileRx online (https://www.mobilerx.net/). Follow the steps to set up your account and begin entering refills.

Find Pharmacy

When the Select Pharmacy pop-up displays, tap Find Pharmacy. Enter the phone number 757-223-7709. Tap Search.

Home Screen

The home screen will then display options for requesting refills. You'll see the Pavilion Pharmacy home screen where you can see your options for requesting refills. Choose Express Refills to enter the prescription numbers or tap Scan a Prescription to scan the barcode on your current prescription label.

Express Refills

Woman scans prescription bottle using mobile appThe Express Refills feature lets you enter up to three scripts at a time. To request more, repeat the process. You will be notified right away if the prescriptions are accepted, or if there is an error. You can enter by Rx number, or by scanning the barcode label on your prescription.
